HPE6335 - Topics in Education - Officiating Football (1 Hr.)
The course objectives and outcomes are met through the attendance of a KSHSAA approved Football Officiating Class with a minimum of 16 clock hours. Topics include: the rules of high school football; the legal, financial, and social responsibilities of becoming a high school football official; officiating positions; qualities of the outstanding football official. To receive college credit, workshop attendees must pass a final exam. Attendees will then be eligible to register with KSHSAA and complete the KSHSAA online exam to become an official. Note: Additional meetings over rules and regulations are required by KSHSAA to continue working as an official.

None - However, individuals must be 18 to be eligible to register with KSHSAA and become an official.
Controlling Purpose:
The course is designed to train and recruit quality high school football officials through the expectations set by the governing body of high school sports in the state of Kansas.
Learner Outcomes:
Upon completion of the course, the student will:
- Study and apply understanding of rules that govern high school football through analysis of simulations.
- Be able to describe the skills and characteristics of a quality football official and the expectations set forth by the governing bodies, local schools, and league commissioners.
- Be able to outline and describe the duties and responsibilities of the football official before, during and after game play.
Unit Outcomes for Criterion Based Evaluation:
The following outline defines the minimum core content not including the final examination period. Instructors may add other material as time allows.
UNIT 1: Rules and Regulations of Football
Outcomes: The student will demonstrate understanding of the rules that govern high school football through analysis of simulations.
- Describe the components of the official playing field and the equipment required by players as outlined by the governing bodies.
- Recite and explain the various playing terms found within the game of football.
- Explain the appropriate length of game play at various age or grade levels and explain the procedures for timing the game at each level.
- Describe the appropriate substitution process and analyze simulations to determine proper application of the required process.
- Analyze game play to apply rules regarding ball in play or ball placement.
- Analyze game play and demonstrate understanding of series of downs and ball position based upon specific rules and situations.
- Determine appropriate use of rules in the kicking game.
- Explain the appropriate use of ball handling before, during and after game play.
- Describe appropriate scoring scenarios and plays.
- Describe illegal conduct and appropriate actions as outlined by the rules and ethical expectations set by the governing bodies.
- Physically demonstrate the proper signals and positions of the officials during game play.
UNIT 2: Professionalism
Outcomes: The student will be able to describe the skills and characteristics of a quality football official.
- Describe the registration process and continuing education needed to maintain position as an official.
- Outline the characteristics, skills, and expectations of the Officiating Coordinator, school officials, and the governing bodies of high school football.
- Explain how to engage in the official/coach relationship in a positive and professional manner.
- Describe appropriate interactions among officials and players.
- Outline ways in which a professional official uses the reflective process and involvement in professional organizations to gain insight and improve characteristics, skills, and knowledge.
- Outline and explain the Qualities of Outstanding Football Officials and reflect on how those relate personally and professionally both on and off the field.
UNIT 3: Duties and Responsibilities
Outcomes: The student will be able to outline and describe the duties and responsibilities of the football official before, during and after game play.
- Describe appropriated ways to check equipment for safety rules and regulations.
- Outline the proper wearing of the required uniform.
- Outline the process for acquiring game assignment.
- Design a checklist of the various tasks to be completed at least one week prior to game day, on game day, and after the game.
- Explain the responsibilities for the five officiating positions during various game play situations.

Course Time Frame:
The U.S. Department of Education, Higher Learning Commission and the Kansas Board of Regents define credit hour and have specific regulations that the college must follow when developing, teaching and assessing the educational aspects of the college. A credit hour is an amount of work represented in intended learning outcomes and verified by evidence of student achievement that is an institutionally-established equivalency that reasonably approximates not less than one hour of classroom or direct faculty instruction and a minimum of two hours of out-of-class student work for approximately fifteen weeks for one semester hour of credit or an equivalent amount of work over a different amount of time. The number of semester hours of credit allowed for each distance education or blended hybrid courses shall be assigned by the college based on the amount of time needed to achieve the same course outcomes in a purely face-to-face format.
